President Donald Trump appears to be taking a more positive view of Capitol Hill talks on border security, according to negotiators who struck a distinctly optimistic tone after a White House meeting with Republicans on the broad parameters of a potential bipartisan agreement.

In his State of the Union address Tuesday, Trump cited El Paso as once having "extremely high rates of violent crime".

Shelby declined to detail Trump's requirements, and he did not say whether the president had agreed to accept less than the $5.7 billion he's been demanding to build new steel walls along the U.S. -Mexico border.

This temporary opening puts the Senate and House of Representatives on the clock to create new legislation that can be agreed upon in both chambers of Congress regarding a border wall before President Trump's February 15th deadline. "If we don't (cross) here, we'll go to anther part of the border", he said.

A caravan made up of about 1,600 migrants from Central America arrived Monday near the border outside of Piedras Negras, Mexico, located across the Rio Grande River from Eagle Pass, Texas.

On Wednesday, El Paso, Texas, mayor Dee Margo joined Hardball With Chris Matthews to refute President Trump's claim during the State of the Union address on Tuesday that El Paso was one of the most risky cities in the country until a barrier was built on its southern border.

"I ask the administration to be as non-interventionist as I am", she said in regard to negotiations.

Trump's guests for the speech include Anna Marie Johnson, a woman whose life sentence for drug offenses was commuted by the president, and Joshua Trump, a sixth-grade student from Wilmington, Delaware, who has been bullied over his last name. The Security Secretary for Coahuila, Jose Luis Pliego Corona reportedly wants the U.S. to know that Mexican officials are doing everything possible to identify and remove any criminal threat in the group.

Trump may also be doing what comes naturally to him.

Trump called attention to the caravans and touted his deployment of additional troops to the southern border. The Border Patrol is also there to meet approximately 2,000 migrants, who are mostly from Honduras.

"As the president continues his fight to secure our border, there's no better place to demonstrate that walls work than in El Paso", he said.

A GoFundMe has been launched to raise money to bring the "Baby Trump" balloon to El Paso ahead of the president's first rally of the year. "But we've progressed to be the number one safest city in the nation".

The march, organized by Women's March El Paso, is being billed as a "March for Truth: Stop the Wall, Stop the Lies".
