Before the ceremony started, veterans and active military members had staked out spots on the sidewalk to wait for the hearse that brought McCain's body from a funeral home to the Capitol.

From there, Mr McCain will depart from Arizona for the last time from Phoenix Sky Harbour International Airport.

A hearse bearing McCain's body arrived at the Phoenix statehouse with a police motorcycle escort for a brief ceremony honoring the Arizona senator, who died of brain cancer on August 25 at age 81.

McCain is known as the conservative voice on the daytime talk show, but even without her, co-hosts Whoopi Goldberg, Joy Behar and Sunny Hostin will still have that point of view to contend with, as former Fox News host Abby Huntsman has been rumored to be joining the other women around the table this season.

Asked by Bash how he squares his close friendship with McCain to his new relationship with Trump, Graham said, "If you know anything about me, I want to be relevant".

She sobbed as she walked up to his casket at the Arizona Capitol.

Meanwhile, Sen. John Cornyn, R-Texas, the No. 2 Senate Republican, said there'd likely be a "discussion" and suggested the Rules Committee could take up the issue, the Hill reported.

Kyl said he would miss McCain and that his greatest contribution was national security. McCain will be buried at the U.S. Naval Academy in Annapolis, Maryland, on August 2.

"Many, numerous families that wouldn't have made it to America made it here", he said.

Ray Riordan, an 87-year-old Navy veteran who fought in the Korean War, came from Payson, Arizona.

For some Arizona residents, Mr McCain has been a political fixture in the state for their entire lives. He took office in the state in the early 1980s, first as a congressman and then as a senator in the seat once held by Goldwater.

A McCain family spokesperson said the Capitol doors would remain open as long as there are people in line preparing to honor John McCain. "That's what he did, and that's what a lot of people need to do in this country".

Kyl said McCain "believed in America, he believed in its people, in its values and in its institutions".

Thursday morning will feature a procession through Phoenix on the way to a memorial service at North Phoenix Baptist Church, with the public invited to line the route along Interstate 17.

Besides his tribute speech on the Senate floor, Graham will read scripture at McCain's memorial service at the National Cathedral in Washington, DC, on Saturday, and give a tribute in Annapolis, Maryland, at the Naval Academy service on Sunday.

Among the pallbearers will be Democratic former vice president Joe Biden, ex-senator Russ Feingold, former NY mayor Michael Bloomberg and actor Warren Beatty.
