Conrad said the upcoming Assembly session would pass a vote-on-account that would allow the government to spend in the next three months before passing the full budget.

Of the eleven ministers who took oath, four are from then Mukul Sangma-led Meghalaya United Alliance (MUA-II) government.

"Each member has the democratic right to express an opinion".

After the swearing-in ceremony, Sangma told reporters that his government is clear about its agenda which is good governance.

The Home Minister Rajnath Singh took a jibe against the Congress Party by saying that BJP's recent victory in North East changed the perception that only Congress can survive there.

Apart from Sangma, 11 other cabinet ministers were also sworn in by the governor.

Conrad Sangma, who became the 12th chief minister of Meghalaya today, had learnt his first lesson in politics when he was made campaign manager of his father in 1999.

The Hills State Peoples Democratic Party (HSPDP) has won two seats in the election, but its president has lost to an independent candidate by only 76 votes.

The Congress got ousted from power in Meghalaya's recently held Assembly elections while in areas like Tripura and Nagaland, the party did not manage to win a single seat. However, in the 59-seater assembly, this means a no clear majority for any party to form a government.

Admits running coalition govt a challenging task.

"We understand your desperation as you shrink in political space and face the prospect of being reduced to power only in Puducherry", he said.

The Congress will look for every opportunity to fish in troubled waters, a situation that vests the smaller parties with enormous bargaining power. "The UDP was offered two options €" the party was offered to head the government with Congress providing the support for stability else the UDP leadership was offered to head the government for a period of two and half years while Congress would have led for the remaining portion of the tenure. "But UDP President Donkupar Roy said this could have been discussed much earlier", Mukul Sangma said. He said in a football match there were certain players who could create a turnaround and Congress too had the wherewithal to create a turnaround in any given situation and whenever needed.
