But while the USA keeps close watch for the day when North Korea can directly pose a threat to the United States, any decision to use military force against them remains a political decision for President Donald Trump to make, the administration official said.

The survey, which was conducted through individual conversations with 50 North Korean citizens past year, found that 43 of the respondents were highly negative on the nuclear development in North Korea, according to Beyond Parallel, a project of the Centre for Strategic and International Studies think tank.

North Korea on Saturday lambasted the U.S. for attaching preconditions to any dialogue between the states, as Seoul prepares to send an envoy to Pyongyang to help open talks on easing the nuclear stand-off on the peninsula.

"It is the consistent and principled position of the DPRK to resolve issues in a diplomatic and peaceful way through dialogue and negotiation", the spokesperson said.

Pyongyang has long expressed its desire to talk to Washington without preconditions.

North Korean leader Kim Jong Un dispatched senior officials for the occasion, including Kim Yo Jong, his younger sister and first vice director of the Central Committee of the Workers' Party of Korea.

South Korea will likely send a ministerial-level official to the upcoming talks to reciprocate for the high-level North Korean delegation sent to the Pyeongchang Winter Olympics, the sources said.

Moon, who advocates dialogue with the North to defuse tension, said on Monday that Washington needs to "lower the threshold for talks" with the North.

But the White House earlier this week reaffirmed that denuclearisation is a key part of any dialogue with Pyongyang.

The Japanese foreign minister seeks to ensure the need to maintain close ties among Japan, the United States and South Korea through the meetings, at a time when relations between the two Koreas are beginning to show signs of thawing.

The UN request coincided with the U.S. imposing its largest package of unilateral sanctions against North Korea. Washington has made it clear that steps by North Korea toward denuclearization should be the basis of any dialogue between the two countries.
