The levee at Columbia Lakes in Brazoria County, Texas has been breached due to catastrophic rainfall from Hurricane Harvey, which has dissipated to a tropical storm, and government officials have told their residents to get out as fast as they can.

Houston reservoirs full from storm Harvey's heavy rains are starting to overflow, forcing authorities to release more water into the city's swollen drainage system to alleviate pressure on two dams.

"The 14 reported dead include a family of six who were lost when their van sunk after crossing a bridge and hitting high water", Harris County sheriff's office said.

The death toll from Harvey reaches 15 as President Trump and first lady Melania visit the disaster stricken state of Texas.

Rescuers continued plucking people from inundated Houston neighbourhoods. Meanwhile, the tropical storm appeared to be gathering strength once again on the Gulf coast.

Mr Turner has inisisted that a mass evacuation of millions of people by auto was a greater risk than enduring the storm.

Edmond Russo, a Corps deputy district engineer for Texas, made the comment at a Houston news conference Monday.

By Tuesday morning, more than 9,000 people were at the city's largest shelter set up at the George R Brown Convention Centre - which originally had an estimated capacity of 5,000.

"We've got a lot of low-lying areas that are experiencing flooding", Trower said.
