He was responding to questions about decision of the Trump Administration to return a pair of Russian diplomatic compounds in Maryland and NY that were seized from the Kremlin as retribution for Russian meddling in the 2016 presidential election.
The compounds were closed down by former President Barack Obama as punishment for Russia's interference in the USA presidential election, and Tapper wanted to know why there would be "the possibility of a reward when there is still this issue, this cloud, of Russia's election interference".
The Obama Administration had taken such a decision, because the compounds were allegedly being used for intelligence-related purposes that might have plausibly connected to the interference campaign by the Russian government.
President Trump and Russian President Vladimir Putin discussed the matter last week, but have yet to come up with a solution.
As a reference, Moscow has repeatedly stated that an unresolved issue with the Russian diplomatic property may result in mirror actions on the part of Russia towards the United States.
If the issue is not resolved, Zakharova said Russian Federation will be forced to take "reciprocal measures".
Foreign Ministry spokeswoman Maria Zakharova said allegations of interference and other accusations were "an obvious lie".
Russia's Foreign Ministry has raised once again the issue about the Russian diplomatic compounds seized by the United States government over Moscow's meddling in the 2016 elections. Perhaps the Trump campaign all of the meetings with Russians taken by the president's campaign were all just coincidental, and they all just happened to forget about them - until, of course, the media uncovered them.
On Tuesday, Russian Foreign Minister Sergei Lavrov warned Russia was considering reprisals, but kept the details secret.
He argued that "the Americans tried to portray those as a witch hunt against United States diplomats".
"If they don't discontinue this practice, then it will be hard to build relations".
"Attempts are being made to link the unlinkable and beat around the bush when it comes to actual issues", she added.
"The number of personnel at the US embassy in Moscow significantly exceeds the number of our personnel working in Washington".
Sebastian Gorka, a senior White House adviser to President Donald Trump, told CNN on Friday that it was time for the U.S. -Russia relationship to "move on".
