"We've stabilized the education system and helped it avoid chaos", said Assemblyman Joe Lentol (D-Brooklyn).
"One would think things in Albany couldn't get more chaotic or dysfunctional, yet it always seems to get worse", said Senate Minority Leader Andrea Stewart-Cousins, D-Yonkers.
Still, Assembly Democrats emerged from a closed-door meeting confident that a deal was at hand after a lengthy day where an impasse seemed probable.
Called back to Albany by Gov. Cuomo, the Senate and Assembly were gaveled into an "extraordinary" session during the afternoon - but took no action as legislative leaders and the governor negotiated behind closed doors on a package that would not only extend mayoral control for a year as well as a host of other issues.
Cuomo had accused the Legislature of a "dereliction of duty" for leaving session last week without extending mayoral control of schools.
The city's personal income tax was also extended until 2020.
Cuomo has said he supports such a convention. One span of the bridge is set to open later this year. The Assembly didn't do so, though, but were poised to pass the bill as part of the latest agreement.
All three major credit rating agencies are threatening to downgrade the counties' credit ratings if the uncertainty over the future of the sales tax continues.
Counties, for example, need the state Legislature's permission to charge more than 3 percent for their share of sales tax. But, once the lawmakers are in Albany, all bets could be off. Most of those extenders expire in November.
"It'd be a huge benefit to us", he said of lowering property taxes, "but my experience - and I've been at this for 22 years - the money is going to have to come from somewhere and that is the taxpayers". Senate Democratic Leader Andrea Stewart Cousins called it "dysfunctional", and a "disservice" to the people of the state. "It allows these counties to go in and start their budgeting process and knowing that they don't have to wait until the 11 ½ hour to do this", said Sen.
The new name for the state's newest big bridge comes two years after the elder Cuomo died.
In a tweet, State Attorney General Eric Schneiderman said that the Senate health care bill is "an unconstitutional attack masquerading as reform".
If mayoral control had lapsed, oversight of the nation's largest school system would have reverted to dozens of community school boards.
Those covered can apply for state grants at various levels of between $20,000 to $50,000, according to legislation the Assembly approved early this morning.
According to Cuomo's proclamation, the special session will convene exclusively for the objective of considering legislation that extends "mayoral control of the city school district of the city of ny for an additional year" and "such other subjects as I may recommend".
